The partners are the National Agencies of the three Member States covering 85% of the European ST. These partners are therefore representative of the existing programs from EC, ESA and National Space Agencies.
Each partner plays a key role for achieving the objectives of the STAVE Support Action.
These 3 partners by the fact that they cover most of the European Space Transportation effort, have a knowledge of all the ST programs ongoing or in preparation, either by their participation or by their contacts with the other National Space Agencies in Europe. These Partners have designed a group of experts but will also provide support with the existing technical and administrative teams which will back the work of the Experts Group.
The complementarity in the interests of these 3 agencies in the preparation of the future and in the role they have played up to now is a key parameter of this consortium as a whole, giving guarantee that the representativity of all European Space Transportation is quite good.
This consortium as a whole gives the best ratio of representativity with the minimum number of participants, thus bringing reactivity, technical and financial performance to the STAVE Support Action.
Centre National d’Etudes Spatiales (CNES) is the French Space Agency,
in charge of elaborating and proposing space strategy (Space Exploration, Space Transportation, Earth Observation, Telecommunication and all space related topics) to the French Government, and implementing the subsequent activities.
CNES is located in 4 centres: headquarters in Paris, technical centre for Space Transportation in Evry, technical centre for Satellites in Toulouse, and the launch complex in Guyana. CNES’ activities encompass all fields of basic science and space applications.
Direcly involved in STAVE project, CNES’ technical centre in EVRY is dedicated to Space Transportation since 1961, dealing with future projects, national Research & Technology programs technical management, responsible of Launchers development (from Ariane 1 to Ariane 5), Ariane Launch technical Authority, responsible for ground operations (including Soyouz in Guyana Launch pad) and ensuring the quality for Arianespace. CNES is involved in all Stave WPs.
The Italian Space Agency (ASI)
was founded in 1988 to promote, coordinate and conduct space activities on the national territory. Operating under the control of the Ministry of Universities and Scientific and Technological Research, the Agency cooperates with many international and Italian entities who are active in the space sector, collaborating also with the Italian Presidency of the Council of Ministries. Internationally, ASI provides the Italian delegation to the Council of ESA and participates with its own staff to national delegation in other international bodies.
ASI's main headquarters are located in Rome, Italy. The Agency has also two operational centers, located in Matera and Trapani (both in Italy), and a space center (“Centro Spaziale Luigi Broglio”) located in Malindi, in Kenya. In 1995 an inter-Governmental Agreement established the bilateral co-operation between Italy and Kenya concerning the Italian Satellite Tracking and Launch Station, S. Marco, in Malindi (Kenya).
On the side of the Space Transportation, ASI supports the development and realization of transportation systems that contribute to the strategic independence of European access into space with both Non reusable launchers and Reusable launchers.
In addition, the Italian Space Agency’s activities are focused on the investigation and evaluation of key technologies for future reusable space transport systems and on research studies on innovative materials and structures for the space transport systems, such as Aerothermodynamics and Ultra-High Temperature Ceramics (UHTC).
Deutsches Zentrum für Luft- und Raumfahrt (DLR)
is Germany's National Research Centre for Aeronautics and Space. Its extensive research and development work in aeronautics, space, transportation and energy is integrated into national and international cooperative ventures. As Germany's Space Agency, the German federal government has given DLR responsibility for the forward planning and implementation of the German space programme as well as international representation of Germany's interests.
DLR is highly experienced in international project administration. DLR operates large-scale research facilities for the center’s own projects and as a service provider for clients and partners. It also promotes the next generation of scientists, provides advisory services to the German government and is a driving force in the regions centred on its various locations.
DLR in addition holds the majority of the German NCPs as well as the head organisation, the EU-office of the Federal Ministry of Education and Research, responsible for the FP. The German NCP Space is part of the DLR Space Agency located in Bonn. It was established for FP6 in 2003. The placement of the NCP Space in the Space Agency led to a well established information flow between national thematic units and the NCP. This ensures a high quality service comprising among others of information days, brokerage events and support for partner search, a website including a newsletter with information on calls, events and space policy.
